Yes, Skole WordPress theme uses the Free Version of Elementor, and there is a link provided in the installation steps to download and install the Elementor Pro Elements. This means, both Elementor and Pro Elements are Free to use, and the theme works well with it.
In addition to the Installation, Demo Import, and Features Video at WP Themes Website, every theme has its own documentation in the Theme Pack. If you need any additional support you can reach us using the Services Tab on the website.
You are getting GPL Version of the Theme on WP Theme website but getting the GPL Version of the Theme. With every theme pack, there is a licensing folder to describe the same. Using GPL Version is legit.
